"The strongest tongue-lashing I've ever heard him give" was how a spokesman characterized the rebuke of Philadelphia Electric Co. executives by Lando Zech, chairman of the Nuclear Regulatory Commission. Zech chastised officials over an incident at Pennsylvania's Peach Bottom nuclear plant, which was shut down March 31 after control room operators were repeatedly caught sleeping on the job. Zech blamed sloppy management for the control room situation and told officials the plant would not be allowed to start up again anytime soon.
