'Larger Scope'

September 16, 1987

Pentagon figures show that the Navy's escort operations in the Persian Gulf costs the taxpayers between $15 million and $20 million a month in extra unbudgeted expenses (Part I, Sept. 9).

Robert B. Sims, the Pentagon's chief spokesman, continued to insist that "in the larger scope of things, these are not huge costs." What "larger scope of things" is he talking about or is that a 1984 Orwellian doublespeak?
