Charges that a recruiting office helped would-be sailors prepare phony high school diplomas, doctors' letters and Social Security cards are being investigated in San Jose, according to a report by the San Jose Mercury. Petty Officer 2nd Class Sammie L. Lewis Jr. charged that he and others had falsified documents 25 to 30 times during the last year in order to meet recruiting quotas. Navy Cmdr. Mitchell Moore, who heads the Navy Recruiting District office for the San Francisco Bay Area, confirmed that an investigation is under way, but he discounted Lewis as a "credible witness." Lewis is in the process of being discharged because he allegedly tested positive for use of cocaine and lied about his drug use.
