Canadian Prime Minister Brian Mulroney said in Ottawa that the future of stalled free-trade negotiations with the United States "looks bad." In Washington, Treasury Secretary James A. Baker III said officials from both sides were in contact but "major problems" remain in getting the talks back on track before Sunday, a congressional deadline for at least a bare-bones agreement.
