A Minneapolis defense contractor has scrapped its controversial plan to open a weapons test range in secluded Hell Canyon in the Black Hills region of South Dakota. Honeywell Corp. bowed to pressure from ranchers and Sioux Indians who claimed the facility could endanger the environment and desecrate an area considered sacred by the Sioux. The decision is a blow to state and local officials in the Hot Springs, S.D., region who hoped the development would give a shot in the arm to a sagging local economy.
