PacTel Personal Communications has postponed a stock sale. The Pacific Telesis subsidiary, which operates the company's cellular telephone and paging operations, cited continuing unsettled conditions in the stock market for the indefinite delay. The company had planned to sell 15 million common shares for between $19 and $22 each to raise between $285 million and $330 million.
