SEOUL, South Korea — President Chun Doo Hwan today approved a new constitution designed to ensure full democracy. Radical students demanding the fall of the government fought with riot police.
After signing the document, Chun warned the opposition against inciting unrest. The constitution, overwhelmingly approved by voters on Tuesday, clears the way for the country's first direct presidential election in 16 years, possible on Dec. 15. The constitution also provides for other reforms, including greater labor and press freedom.
