The political wing of the Philippine Communist rebels, claiming responsibility for the first time, said three Americans were killed last month because of "blatant" U.S. intervention in the nation's affairs, according to a taped statement responding to questions from the British Broadcasting Corp. Saturnino Ocampo of the National Democratic Front, the political wing of the outlawed Communist Party of the Philippines, contradicted claims by military officials that the Oct. 28 slayings were initiated by a local guerrilla unit without approval from Communist leaders.
