East and West agreed in Vienna on objectives and methods for proposed new talks on reducing conventional forces in Europe, diplomats said. The 23 nations of the Warsaw Pact and the North Atlantic Treaty Organization hope to negotiate a "stable and secure balance" on conventional forces, they said. "We're not home by a long way yet but this is an important step forward," a Western diplomat said. No date has been set for the negotiations. Nuclear weapons are excluded from the talks on conventional forces.
