PANAMA CITY — The National Civic Crusade, an opposition umbrella group, joined with four opposition political parties Thursday to form a group that will press for the ouster of military strongman Manuel A. Noriega.

"We are forming this permanent council so the four parties and the National Civic Crusade can work together toward our goals of democratic reforms, liberty and justice for all Panamanians," declared Aurerio Barria Jr., director of the Civic Crusade.

He was joined at a news conference announcing the council's formation by the presidents of the Christian Democratic Party, the Authentic Panamanian Party, the Authentic Liberal Party and the Liberal Republican Nationalist Movement.
