The California Department of Motor Vehicles' Change-of-Address File was implemented in 1969 as one way to determine migration in and out of the state and its counties. The numbers reported here represent the number of California driver license holders reporting a change of residence. They represent all changes from Orange County to other California counties and out of state as well as all changes from California counties and out of state into Orange County. Moves by license holders do not directly translate into the number of people migrating, but are indicative of migration patterns affecting Orange County.
Over the past five years, the county has experienced a positive average yearly gain of 6,820 in its exchanges with other counties and states. However, the 1986-'87 gain of 9,738 was 27 percent lower than the 13,280 gained the year before.
