In an effort to make walking along West Hollywood's sidewalks less messy, the City Council on Monday voted to give the Los Angeles County Sheriff's Department authority to help enforce a new "pooper scooper" ordinance aimed at pet owners.
The ordinance requires pet owners to carry in full view a container or wrapper for cleaning up after their pets. It imposes a fine of $25 for offenders.
County animal control officers had the sole authority to enforce a previous ordinance, and could not issue citations unless they witnessed the violation. City officials said the new law is a response to complaints from residents about unsightly sidewalks and lawns.
