'Happy' Chandler Feted

VERSAILLES, Ky. — A. B. (Happy) Chandler, the former two-term governor, U.S. senator and baseball commissioner, celebrated his 90th birthday today, receiving cards from President Reagan and Vice President George Bush, who he hopes will be the next President.
