'There's No More Dump'

September 18, 1988

We should have a national policy of charging manufacturers a disposal fee for everything that is produced. The fee would accumulate in trust accounts that would be available to local, state and federal agencies that would be charged with collecting refuse and recycling it.

The money would constitute a giant subsidy for our recycling effort, reducing our present drain on natural resources, and reducing the flow of natural resources to disposal sites. Disposal fees would vary according to the difficulty of disposal or recycling of items produced--there would be a higher fee for plastic containers than for glass containers. The result? It would be economical to recycle, and we would do it.
