SAN JUAN, Puerto Rico — Police said Thursday they arrested three Dominicans and a Puerto Rican for trying to smuggle $10-million worth of cocaine from the Dominican Republic. Members of an anti-narcotics squad seized a yacht containing 138 pounds of cocaine Wednesday night.
