And our Most Visionary Ruler With Excellent Taste Award goes this year to Nigerian tribal ruler Paul Abaka, who has banned the playing or performance of disco music anywhere in his fiefdom. Nigerian newspapers reported Wednesday that Abaka--who is chief of Migili in Plateau state, 340 miles from Lagos, the Nigerian capital city--told village heads to hand over to the police anybody found playing disco music. He said that the ban had become necessary after parents complained of degenerating moral standards among young people.
