Facts Take a Beating in the Growth Battle : High-Stakes Campaign on Initiative Results in Plenty of Low Blows : The Campaigns : Builders: San Diegans for Regional Traffic Solutions, which formally opposes all four propositions, has spent $1.3 million, enabling it to make heavy use of polls, direct mail, radio ads, phone banks and yard signs. The builders are expected to begin running television ads during the campaign's final days. To date, virtually all of the committee's publicity has been directed against citizen-sponsored measures D and J. : Banks and civic groups: The Coalition for a Balanced Environment, which supports propositions B and H, has spent $107,000 on radio ads, literature sent to employees of large companies and polling. The group is sending mail to voters who have requested absentee ballots and hopes to do another limited direct-mail effort if finances allow. : Citizens: Citizens for Limited Growth, which supports propositions D and J, has spent $180,000, almost all of it to gather signatures and place the two measures on the ballot.
