Gov. George Deukmejian appointed Maurice J. Hannigan of Carmichael as Highway Patrol commissioner, replacing James E. Smith, who retired. Hannigan, 48, has served as the CHP's deputy commissioner since 1984 and previously as chief of personnel and training for the department. Hannigan, who will be paid $91,054, began his career with the CHP in 1964, rising through the ranks to serve as a captain from 1979-83. The post requires Senate confirmation.
