A proposal for a cartel system to control the ivory trade as an alternative to a global ban was rejected at a conference of African nations. The conference, held in the Ugandan capital of Kampala, was attended by nearly 200 delegates from 35 African states. The ivory trade proposal was drafted by southern African states in support of Zimbabwe, which has more elephants than its land can support.
