The number of permits issued for single-family homes during April dropped 29% from March, leaving the first four months of 1989 with the lowest total since 1986. The year-to-date total for this year is also off the pace of recent previous years. The 2,688 permits awarded for the first four months of this year is 19% below 1988, 30% below 1987 and 3% behind the 1986 total. It is also the lowest April total since 1986, when just 641 such permits were issued.

Compared to last year, major declines took place in the unincorporated areas and in the cities of Tustin and Yorba Linda; Orange and San Juan Capistrano registered the largest gains.
