The Norwalk City Council has extended the contract of City Manager Richard R. Powers by two years and raised his salary 26%, from $89,675 to $113,300 a year. The council also gave Powers a $7,500 bonus, which will be placed in a deferred compensation account, for outstanding performance during the past year.
Powers' original three-year contract, made in 1988, was extended by two years and will expire in July, 1993. All of the council members touted Powers' work for the city. Powers said his proudest achievements include eliminating a $3.3-million annual operating deficit the city faced at the time he became city manager.
