PARIS — The government faces legal action unless it changes its plans to put a high-speed rail line through the territory of two rare eagles, a zoo director said Friday.
Didier Pons, who runs a zoo in the southern town of Saint-Canat near the eagle habitat, said France would violate a 1989 European Community conservation accord if it constructs the track along the intended route between Lyon and Marseille.
