West Covina

County Sues Over Acreage

San Gabriel Valley Digest

October 21, 1990

The county has sued West Covina to stop it from adding 1,120 acres, including part of the BKK Corp. landfill, to a redevelopment zone, saying it will lose $122.9 million in property taxes over the next 35 years.

Manuel A. Valenzuela, deputy county counsel, said Thursday that the West Covina Redevelopment Agency is including property that is not blighted, and is therefore misusing the Community Redevelopment Law.

City officials could not be reached for comment last week. But in July, when the council voted unanimously to expand the Eastland Redevelopment Project area, they said several developers had withdrawn applications for projects in the area, making it eligible under the law.
