CALIFORNIA LAWS '90 : There's good news for Californians worried about violent criminals with semiautomatic weapons and telephone sales firms that obtain unlisted numbers. There's bad news for drivers who drink too much and motorists who play car stereos too loud. Taking effect today, Jan. 1, are many of the 1,455 bills passed by the Legislature and signed into law by Gov. Deukmejian during 1989. Here's a sampling:
