Betty Couch on Monday presided over her first meeting of the City Council as mayor.
Couch, elected to her first council term in 1988, was sworn in as mayor Sunday afternoon, succeeding Judy Chu. The position rotates among the city's five elected council members according to seniority.
Councilman Samuel Kiang was sworn in as mayor pro tem and will become mayor next year.
Couch and Chu's council terms will expire next year, and Kiang, Councilman Fred Balderrama and Councilwoman Marie Purvis will be up for reelection in 1994.
