Scud missile attacks have hit ISRAEL'S LUCRATIVE DIAMOND INDUSTRY, at least figuratively, by cutting production and driving away foreign buyers. The industry, with exports of $2.78 billion in 1990, has had to change tactics. Dealers who used to receive buyers at Tel Aviv's Diamond Exchange must now go abroad with the stones or ship them for inspection. That means higher insurance costs and slower sales.
