Pasadena : No Prosecution in Death

The U.S. Justice Department has told city officials that it will not file criminal charges in the death of Robert Earl Holloway, who died Jan. 18, 1990, after a struggle with security guards at a Northwest Pasadena housing project.

Pasadena city directors last year asked the U.S. Commission on Civil Rights to investigate the death of the 28-year-old Holloway for possible criminal prosecution of King's Villages security guards. The commission referred the matter to the Justice Department. Linda K. Davis, a Justice Department attorney in Washington, said the guards acted appropriately and did not use excessive force.
