South Pasadena : Dog Cleanup Law Advances

Dog owners who fail to clean up their pets' droppings from neighbors' yards or public property face $50 fines under a "pooper scooper" law tentatively approved 4 to 0 by the City Council on Wednesday.

The measure was prompted by complaints from residents, including Pam Casebeer, who said she has been cleaning up after the dogs of nearby apartment dwellers for several years. City Atty. Edward Lee expressed confidence that the new law eventually will deter neglectful dog owners. "I think people would find it cheaper to buy a pooper scooper than pay the $50 fine," he said.

Details of enforcing the ordinance are to be hammered out before the council's final vote, scheduled for April 3. If approved, the measure would take effect 30 days later.
