Americans Adopting Romania Babies Protest

BUCHAREST, Romania — About 20 young American women carrying adopted Romanian babies blocked traffic in front of the U.S. Consulate on Wednesday in protest at its refusal to grant entry visas for the infants.

Canadian Sonya Paterson, who runs a support group for Romanian orphans, said the consulate has stated that the babies frequently do not qualify for adoption and orphan status because their parents had separated.

An embassy spokesman said, "The Immigration and Naturalization Service will study the matter case by case, and we hope to be able to resolve every case rapidly,"
