LONDON : On the Menu

When President Bush and Soviet President Mikhail S. Gorbachev meet for lunch Wednesday in London, the menu will include nuclear arms control, economic aid to the Kremlin and the question of a full-scale superpower summit later this year.

Bush and Gorbachev will try to wrap up the nine-year-long negotiations toward a Strategic Arms Reduction Treaty, the pact that would slash the two countries' long-range nuclear arsenals by about 30%. If they succeed, they could then announce a date for a summit meeting in Moscow, perhaps as early as the end of July.

The two presidents, who have not met since last November, will also discuss the Soviet leader's hopes for more economic aid from the United States and the West.
