Bellflower : Moratorium Enacted While City Surveys Horse Area

The City Council has imposed a 45-day moratorium on construction in a "horse country" neighborhood after its residents complained that two recently approved housing projects threatened the character of the area.

The construction of 16 single-family homes in the two housing projects will proceed, but council members said they want to use the moratorium period to consider whether additional housing projects should be allowed in the "agricultural estates" area.

The area was established by Bellflower in the late 1970s as a rural residential area "to maintain and encourage the keeping of horses." The area is bounded by Woodruff Avenue, Alondra Boulevard, Flora Vista Street and the San Gabriel River.

According to city staff, most residents of the area do not have horses.
