GENEVA : Turning Up the Heat

Plans for next June's U.N.-sponsored world environmental conference in Rio de Janeiro will top the agenda at two European meetings this week--one for governments and one for environmental activists.

In Geneva, representatives of 130 governments will try to overcome major political differences as they continue work on a global warming treaty to be signed in Rio. Much of the industrial world--but not the United States--wants to set enforceable limits on emissions of carbon dioxide, which are responsible for global warming.

Meanwhile, officials from about 900 independent environmental groups will meet in Paris to develop an "action plan" covering the entire Rio agenda.
