TUNIS, Tunisia — Two radical factions in the Palestine Liberation Organization on Friday proposed internal PLO reforms that could limit the powers of Chairman Yasser Arafat.
The People's Party, formerly the Palestine Communist Party, and the hard-line half of the divided Democratic Front for the Liberation of Palestine (DFLP) gave the PLO Central Council a memorandum asking officially for a collective leadership subcommittee of the PLO executive committee.
