Marlon Starling, who retired after losing his World Boxing Council welterweight title in 1990, was charged in West Hartford, Conn., with carrying a dangerous weapon and third-degree criminal mischief.

Starling, 34, surrendered to West Hartford police, who had issued an arrest warrant for the him, police said.
