Despite continuing reservations by some Arab nations, President Bush is expected to announce as early as this evening enforcement of a "no-fly" zone to protect Iraq's dissident Shiite Muslim population south of the 32nd Parallel.
The proposed move, which would be backed by British and French as well as U.S. warplanes, is meant to bring added pressure on the regime of Iraqi President Saddam Hussein by preventing him from sending up fighter jets and attack helicopters to use against rebellious Shiites.
