Bill Fogarty doesn't have an easy job. He's a prominent labor leader in one of the more conservative places in the nation, and his fiefdom is a disparate group of contentious unions, each with its own turf. To top all this off, the Orange County Central Labor Council, AFL-CIO, was short of cash when Fogarty came aboard in October as executive secretary-treasurer. Fogarty, 45, once managed a drugstore but has been in the labor movement since the mid-1970s. He talked with staff writer Michael Flagg a few days before Labor Day.
