PACKARD PACS 'EM: Political watchdog Common Cause has published a list of special interest money for each member of Congress' last election. Leading political action committee funds collector for Orange County: Ron Packard (R-Oceanside), who represents southern Orange County. . . . For his 1992 reelection campaign, 66% of his money came from PACs, almost $700,000. Lowest PAC recipient here: Robert K. Dornan (R-Garden Grove), at 5%. He was highly successful raising funds through direct mail.
