Briefly: A slow-running control room clock delayed the start of ABC's "World News Tonight" by about a minute Tuesday, with viewers seeing only a black screen. Despite conflicts over the program's content, CBS has picked up "The Kids in the Hall," the Canadian gay cult hit airing on CBS Late Night, for a second season.
