HIS OWN CHIEF: New County Supervisor William G. Steiner announced his new staff Monday, but, breaking with tradition, no one will be the chief. "I prefer to exercise direct control over my staff to ensure access, accountability and ethical behavior," says Steiner, who replaces recently convicted Don R. Roth. . . . Among the seven appointed Monday, only Anaheim Councilman Bob D. Simpson has a title. He'll be Steiner's "special assistant" on budget matters and inter-governmental relations.
