THREESOMES? If you're feeling smug as you and your neighbor whiz down the car-pool lane, passing stalled commuter traffic, be prepared: There's a move afoot by some Caltrans districts to upgrade the rule for car-pool lane use--from two people to three. . . . Dale Ratzlaff of Orange County's Caltrans district says that change would be tough here now, with so much highway construction in the works. But by 1997, Caltrans expects the three-rider minimum rule throughout Southern California.
