Smart Network: The Public Broadcasting Service is getting into the cable business. PBS and its Boston and New York affiliates are expected to announce a new national cable television network on May 18. Sources say the new network, called Horizons Television, would be "an intellectual C-SPAN," delivering such things as lectures and symposiums to cable audiences. While the new network reportedly would accept advertising and sell books and cassettes from the PBS library, no decision apparently has been made yet as to whether or not it will be a nonprofit operation.
