LOSING PATIENCE: As President Clinton visits Southern California (A1), the precinct that gave him his biggest margin in the county is getting a bit impatient, said Ignacio Carmona, who has lived in Oxnard's La Colonia area for 49 years. . . . If Clinton held a town meeting there, Carmona said, he'd hear about two things: jobs and health insurance. . . . The largely Latino enclave gave Clinton more than 80% of its vote. "They're willing to give him more time," Carmona said, "but they're frustrated."
