MAMBA LOVER: Among local state legislators, only South County Republican Assemblyman Bill Morrow, above, had passed up a state-leased car in Sacramento. An aide says that's because Morrow is in love with his own 100,000-miles-plus Chevy pickup he calls "Black Mamba." Also, he can then use the $400-a-month lease allowance for district projects, like "Town Hall" meetings. . . . But now Sen. Rob Hurtt (R-Garden Grove) has joined him: He has told the state he will buy the Dodge Stealth he has been leasing to "set an example of fiscal restraint."
