TWO-WAY STREET: Orange County Transportation Authority officials awarded a $7-million dial-a-ride contract to Yellow Cab of North Orange County even though a Midwest-based firm was the low bidder. "In these hard economic times . . . we must work to support Orange County firms," said Supervisor William G. Steiner. . . . Minutes earlier, however, OCTA officials unanimously approved the $127,000 purchase of four trucks--from dealerships in Los Angeles and San Diego counties.
