U.S., Russia Agree to Stronger Defense Ties

WASHINGTON — Defense Secretary Les Aspin and Russian Defense Minister Pavel S. Grachev signed agreements Wednesday to strengthen defense ties between the former Cold War foes, including a plan to hold joint peacekeeping exercises and set up a "defense hot line."

The agreements stem from last spring's Vancouver summit between President Clinton and Russian President Boris N. Yeltsin. Details are yet to be worked out.

Aspin said the generals in charge of the American and Russian forces designated to participate in the joint peacekeeping exercises will meet today to discuss details.
