Nation IN BRIEF : WASHINGTON, D.C. : Senate Votes to Delay Hike in Grazing Fees

The Senate voted to delay a proposed increase in grazing fees on federal land, dealing the Clinton Administration a defeat. The Administration wants to more than double grazing fees over three years, but the Senate measure would impose a moratorium through Sept. 30, 1994. The 59-40 vote included the delay in legislation to appropriate $13.3 billion for the Interior Department and other agencies in the fiscal year beginning Oct. 1. The bill is likely to end up in a House-Senate conference. Senators said that the delay will permit Congress to negotiate the terms of the increase with the Administration.
