'Motherhood' the Second Time Around : A group helps grandmothers, who increasingly find themselves the primary caretakers of their children's children. : LOIS WALTERS CATHY FRANKLIN, Lois Walters, who has a Ph.D. in public administration, is a program specialist for child abuse prevention in the Los Angeles County Department of Health Services. She says statistics show that of the 50,000 children under county supervision, 44% are African-American. About 33% of the children are placed with relatives--two-thirds of them grandmothers. To meet their needs, Walters formed the National Assn. of African-American Grandmothers, which helps grandparents cope with their new child-rearing duties. Walters was interviewed by Cathy Franklin.
