TULIP TIME: Robert H. Schuller, pastor of Garden Grove's Crystal Cathedral, will receive an unusual honor today: a tulip is to be named after him. . . . Attending a national flower exhibition in Holland, the famous clergyman will be on hand for the dedication of the "Dr. Robert H. Schuller Tulip," a deep orange flower with large petals, developed by a Dutch horticulturist who admires him. Says a church spokesman: "He was almost brought to tears when he first heard of it."

TIMING: Tonight is umbrella night at Anaheim Stadium . . . As a special promotion, the first 20,000 fans arriving for the Angels game with the Oakland A's will receive multicolored umbrellas bearing the Angels' logo. There's rain in the weekend forecast, but team officials insist the timing is pure luck. "It has absolutely nothing to do with the weather," said one marketing executive. "The only purpose is to get more people to the stadium."

PRIVATE PUB: Ever wanted to own a pub? Brian Cukurs, 29, of Placentia, may win one next week when he flies to Ireland to compete in dart-throwing and beer-pouring . . . Cukurs, a chef at Fullerton Hofbrau, is one of 10 finalists culled from 31,000 entries in the Guinness Import Co.'s "Win Your Own Pub in Ireland" contest. So far he's had to write a 50-word essay describing the perfect Guinness pint. To prepare for the showdown he faces, says Cukurs, "I've been practicing my darts. I'm already pretty practiced in pouring beer."

REMEMBERED: The name of Garden Grove police officer Howard E. Dallies Jr., shot to death by a motorcyclist last year, will be added to the National Law Enforcement Officers Memorial in Washington D.C. next week . . . His widow, Mary Dallies, 29, will fly there for a memorial to be attended by President Clinton. Dallies' name will be engraved in a circular blue-gray marble wall. "I'm very proud of him," says Mary Dallies, "but it's hard."
