MENDOCINO--A musical smorgasbord, featuring classical, jazz, gospel and opera, is offered at the 1994 Mendocino Music Festival, July 12-23. Concerts are in a tent in Mendocino Headlands State Park on Main Street. Single tickets: $12-$22. Series tickets available. (707) 937-2044.

LAKE ARROWHEAD--Southwestern-style fine arts are showcased at the Art Festival on the Green, 10 a.m.-7 p.m. July 16. Maija is a featured artist in the show, held in the lakefront Village Festival Area. Free. After the art show, Mountain Skies Astronomical Society is setting up telescopes for free viewing of the Jupiter encounter, a rare astronomical event. (909) 336-3274.

SANTA BARBARA--If you can't celebrate Bastille Day weekend in Paris, spend it at the seventh annual Santa Barbara French Festival, 11 a.m.-7 p.m. July 16-17. PALO ALTO--The Palo Alto Clay and Glass Festival is presented by the Assn. of California Ceramic Artists, July 16-17 at the Palo Alto Cultural Center, 1313 Newell Road. Works by more than 80 ceramic and glass artists are featured in a garden setting, 10 a.m.-5 p.m. Clay-throwing demonstrations are at 11:30 a.m. and 2 p.m. both days. Free. (415) 329-2366.
