Mortgage Rates Move Up: Thirty-year, fixed-rate mortgage rates averaged 8.57% this week, up from 8.38% last week, according to a national survey of the Federal Home Loan Mortgage Corp. The average was the highest since July 28, when it was the same. The average reached a 25-year low of 6.74% last October. On one-year, adjustable-rate mortgages, lenders were asking an average initial rate of 5.56%, up from 5.50% last week. Fifteen-year mortgages averaged 8.08% this week, up from 7.90%. The rates do not include add-on fees known as points.
